You will need a business license and a secondary permit from relevant government authorities. In your case, since this is the tourism industry, it would be DTCM, Dubai Tourism, and Commerce Marketing authority. You have 2 options, get an out-of-free zone license or a free-zone license. In the latter you would own your business 100%, compromising on the initial costs which will be higher. If you want a Dubai license (I mean "Department of Economic Development" license), depending on the type of license your business falls, you will either need a local agent or sponsor who will own 51% shares in the company. If your activity is under a "Professional" license then you would be good with an agent and still own your business 100%, the downside of it that the legal status of your company would an "Establishment" not LLC which, in case of any financial disputes, can make you held personally responsible before local courts. I mean if your business would own someone's money and that person opens a legal case against your business, you will be held responsible not your company. In the case of an LLC, it is always a company that takes responsibility not its shareholders. Little advice, tours are great but don't forget to check on the insurance side of it. There were several cases where tourists died on tours. You should be ready for anything.
According to my opinion, if you are in the UAE visit both DED and DTCM to get full information. If you are not based here, hire a professional business consultant who can do that for you. If you are serious about setting up your business, you would be better off hiring a consultant just to be far away from headaches
